CalCCA Proposes Methods to Address Pre-2019 RECs in PCIA Calculations

As state regulators work on changes to the Power Charge Indifference Adjustment calculations, the California Community Choice Association has two proposals that it says could fix one of the problems it has had with the PCIA in the past: how renewable-energy credits from before 2019 are handled.

Under the PCIA methodology, customers who receive generation services from a CCA are assigned a vintage number based on the year that they moved to the CCA for service. According to CalCCA, the RECs that were earned prior to 2019 have been paid for in part by customers who now are served by CCAs, but were previously solely served by investor-owned utilities.

CalCCA has long argued that the current structure robs those customers of the benefits of the RECs that they helped pay for. “Failing to compensate those departed CCA customers is a clear cost shift forbidden under the PCIA statutes and framework,” Leanne Bober, CalCCA director of regulatory affairs and deputy general counsel, said in an email to California Energy Markets. “The Commission has a statutory obligation to prevent this cost shift.”
